Google censors itself for China

Its google who censors itself for China or is it China who censors googles further services in china. In my opinion it must be the other way round.Due to the growing concerns of google mishandling the users accounts and adsense fraud, which google promises people to pay the incentives and later forfeits the accounts without any reason claiming to be a click fraud Chinese government might have taken the matter seriously and stopped google from operating their services in their country.
